2022 Summer Funding Opportunity

School’s Out Washington (SOWA) is partnering with the Office of Superintendent of Public Instruction (OSPI) to administer a second round of funding through the Summer Program Fund—a statewide opportunity for summer programs, serving young people ages 4-21 in Washington. Approximately $4.5M will be invested in summer programs through contracts ranging from $10,000 – $50,000 for Summer 2022.

The RFP process is now open and applications are due by 11:59 PM on, Monday, December 6, 2021. Funding decisions will be made by mid-February, 2022

The primary goal of this funding is to expand opportunities for young people furthest from educational justice to engage in programs in Summer 2022. Eligible programs will focus on prioritizing social connections among young people, engaging young people in physical and outdoor activities, being in-person or mostly in-person (some hybrid components or virtual participation are allowed), and offering summer programs over multiple days and/or multiple weeks.

Nonprofit community-based organizations, including religious organizations, will be prioritized for funding. Small businesses and public agencies are eligible to apply. Parks departments and school districts are not eligible for these funds.

RFP translations

2022 Summer Program Fund applications must be submitted online and in English. However, the RFP itself has been translated to Amharic, Arabic, Chinese Mandarin, Korean, Marshallese, Russian, Samoan, Somali, Spanish, Tagalog, Tongan, Ukrainian and Vietnamese.

In line with SOWA’s commitment to conduct an equitable and accessible application process, technical assistance will be offered to support organizations in determining eligibility for the 2022 Summer Program Fund, and in completing their applications. Technical assistance will be available from November 5, 2021 to December 3, 2021.

Interested in being a reviewer?

School’s Out Washington is seeking peer reviewers to participate in the review process for the 2022 Summer Program Fund. Reviewers will be asked to review a set of applications between late December and mid January. They will come together during a final review meeting to reach consensus on their scores.

Reviewers will receive a stipend of $250 and lead reviewers will receive a stipend of $500. If you are interested in this opportunity, please complete the Peer Reviewer Interest Form.

2021 Summer Program Fund recipients

62 organizations, out of 277 applicants, were selected to receive funding this past summer. Previous contracts ranged from $5,000 – $25,000, totaling $1 million.

OSPI and SOWA are conducting an equitable and accessible process that will enable diverse organizations to deliver high-quality summer programs and expand access in underserved communities.

Equitable representation among priority populations statewide, equitable geographic distribution, the number of young people engaged, and the number of contact hours—will be criteria in SOWA’s review. Among competitive applications that meet the review criteria, small organizations will receive added consideration in SOWA’s final funding recommendations to OSPI.
