For three decades, School’s Out Washington (SOWA) has served a critical role to advance equitable expanded learning ecosystems in Washington state. We work to ensure high-quality afterschool and summer programs are available so all of Washington’s youth—and especially low-income youth and youth of color—can have the opportunities they deserve to thrive. SOWA is dedicated to building responsive community systems to support quality afterschool, youth development and summer programs for Washington’s children and youth ages 5 through young adulthood.

Position Description:
The Training Services Manager will ensure the delivery of responsive, relevant, accessible, and high-quality training supports for youth development and expanded learning professionals across the state. This position supports the development of our annual professional learning and training calendar, serves as our primary lead on trainer recruitment and development, and manages our professional learning services for licensed school age child care in partnership with DCYF. This position is a pivotal position in establishing School’s Out Washington as the premier training organization in Washington State for child and youth development professionals.

Location: Remote from anywhere in King or Pierce Counties, or from our home office in Tukwila, Washington

RESPONSIBILITIES

Training Services Management

  • Project manage the development of SOWA’s annual statewide training/professional learning calendar, assuring input and collaboration with the professional learning and quality pathways teams, as well as alignment to provider feedback and input, funding/contract requirements, and YPQ, SEL, and Equity learning pathways and goals;
  • Support the strong delivery of trainings and other supports for School Age Child Care providers, including the delivery of School Age Basics in-person and online, in accordance with DCYF contract guidelines;
  • Serve as the primary point of contact for customized training requests to ensure workshops are coordinated and delivered in accordance with SOWA’s training standards and in compliance with DCYF requirements;
  • Support the professional learning team in the development of training approach and theories of practice;
  • Ensure training services align with Washington State School-Age Licensing requirements, the Washington State Quality Standards for Afterschool and Youth Development Programs, and the Washington State Core Competencies for Child and Youth Development Professionals;
  • Stay abreast of current trends, research and issues relevant to licensed childcare and expanded learning opportunities and ensure SOWA professional development opportunities reflect current trends;
  • Deliver training in-person locally, statewide and/or via distance learning on various topics, as needed;
  • Work with the Communications team to develop marketing materials and strategy for the promotion of training and professional learning services, including targeted strategies for outreach to School Age Child Care providers and marketing of custom training services;
  • Serve on the Bridge Advisory Committee or relevant subcommittees to support the planning and implementation of SOWA’s annual Bridge Conference.

DCYF Contract Management

  • Serve as a project manager for the School Age Child Care Professional Development (PD) contract with the Department of Children, Youth and Families;
  • Oversee process for educational credits (e.g. STARS/Merit) and ensure that all necessary information is provided to the Washington State STARS / MERIT system. Provide supervision and support to ensure success in the administrative management of STARS/MERIT components, including SOWA’s online learning management system for STARS 30-hour Basics, scholarships for school-age providers, and technical assistance on School-Age Licensing, as needed.
  • Work with Professional Learning Associate Director to develop and implement annual project plan and ensure strong communications with DCYF and the SOWA project team(s) to ensure contract deliverables are on track;
  • Support quarterly reporting and annual needs assessment to meet contract deliverables.;
  • Support School’s Out Washington staff with special projects related to School Age Childcare Professional Development contract (i.e., School-Age WAC rewrite, Core Competency review, or other related projects), as needed;
  • Support fiscal tracking and grant reporting for the DCYF contract including working closely with Program Operations Team to track and record in required database(s) all in-person and online training participants;
  • Manage & report contract data and fiscal information internally and to contractors & funders;
  • Serve as a DCYF Organization Training Mentor (OTM) for SOWA and ensure trainers have a working knowledge of the Standards of Practice and Professionalism for State-Approved Training;
  • Participate in DCYF-convened meetings with other regional organizations or statewide workgroups, as determined by DCYF.

Personnel and Trainer Management

  • Provide direct supervision and support to the Training Services Coordinator;
  • Recruit, onboard, and supervise field level experts as independent contractors/trainers and on-call employees to ensure trainer and content diversity is included in the annual training calendar;
  • Ensure SOWA’s trainers comply and are up to date with DCYF requirements, changes, and policies for Washington State Approved Trainers, including but not limited to tracking trainer status and progress, ongoing communication and distribution of information, and supporting trainers with Washington State Training and Registry System (STARS)/MERIT approval and paperwork, as appropriate for workshops;
  • Assure that all staff, including independent contractors, are treated with respect and dignity regardless of race, ethnic background, gender, or socioeconomic background.

Other Responsibilities

  • Address racism, sexism, heterosexism and other discriminatory practices, including reflecting and addressing how racism and bias may appear in the context of your work with others;
  • Work toward racial equity through undoing institutional and structural racism, including active participation in organizational learning;
  • Support overall office functionality and organization;
  • Serve as an ambassador for the organization, both formally and informally;
  • Perform other duties as assigned.

QUALIFICATIONS & COMPETENCIES

  • 4+ years of work experience in expanded learning programs (summer, after school, school age childcare, youth development), including at least 3 years of experience supporting adult learners in youth-serving agencies or other professional settings; through coaching, training, or supervision;
  • 1+ year of experience with Licensed School-Age Child Care;
  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities;
  • Direct knowledge and/or lived experience and connections to BIPOC communities strongly preferred;
  • Working knowledge of school-age/youth development, center-based programs, and culturally relevant services;
  • Experience and/or knowledge of School- age / Youth / SEL Program Quality Assessment tool and approach, preferred;
  • Strong project management, time management, and organizational skills;
  • Excellent interpersonal, oral and written communication skills;
  • Experience monitoring revenue and expenses;
  • Comfort with using new media to connect stakeholders;
  • Ability to work independently and as part of a collaborative team;
  • Ability to work collaboratively with a variety of agencies and organizations;
  • Proficient in MS Word, Excel, PowerPoint, and database systems (Salesforce experience is a plus);
  • Must be able to independently travel between work-related appointments;
  • Requires flexibility in time requirements/constraints; may require some early morning, evening, weekend meetings.

HOURS & BENEFITS

40 hours per week, Monday-Friday; occasional evenings and weekends required.  

Fair Labor Standards Act (FLSA) Classification: Exempt  

Hiring range: Pay band 26, $70,000-$84,000 based on relevant experience. Over time, the employee in this role may earn up to $98,000 per year with additional years of service.
