Refugee School Impact Program Manager

Overview
For three decades, School’s Out Washington (SOWA) has served a critical role to advance equitable expanded learning ecosystems in Washington state. We work to ensure high-quality afterschool and summer programs are available so all of Washington’s youth—and especially low-income youth and youth of color—can have the opportunities they deserve to thrive. SOWA is dedicated to building responsive community systems to support quality afterschool, youth development, and summer programs for Washington’s children and youth ages 5 through young adulthood.

Position Summary
SOWA administers the Refugee School Impact Program (RSIP), which is funded through a contract with Washington State/DSHS/Office of Refugee & Immigrant Assistance. SOWA funds and subcontracts with school districts and community organizations to support refugee students’ academic performance and successful school integration.

The Refugee School Impact Program Manager will be the primary contact for funded Refugee School Impact programs. This position will manage the grantee paperwork process, conduct site visits, write monitoring reports, and provide and coordinate grantee supports and technical assistance.

This is a grant-funded time-limited position that will end September 30, 2027.

Reports to: Refugee School Impact Program Director

Location: 625 Andover Park West, Tukwila, Washington. This is a hybrid position. Some of the job duties are required to be performed onsite at SOWA’s Tukwila office, hence candidates must reside within a reasonable daily commuting distance to Tukwila, Washington. Some duties can be done remotely. Some duties will require travel across WA State.

Responsibilities

Grantee Management

  • Serve as the primary point of contact for funded programs, providing excellent customer service, support, and responsive communications with grantees;
  • Manage the grantee paperwork process;
  • Work with grantees to ensure timely submission of paperwork;
  • Review corresponding contract paperwork for completeness and adherence to contract requirements;
  • Schedule, conduct and write reports for monitoring site visits to funded programs;
  • Coordinate between financial monitoring consultants and grantees to ensure that required financial information and materials are submitted by grantees;
  • Provide technical assistance to grantees, including assistance in using grant platforms (Box and Smartsheet);
  • Serve as the point of contact for application inquiries and provide technical assistance to applicants;
  • Use Smartsheet, Box, and Alchemer to manage contract and data information;
  • Provide administrative support for the Refugee School Impact Program, as needed;
  • Assist with program data entry activities, including processing and entering student demographic and eligibility data from grantees;
  • Support processing of grantees’ outcome data as needed;
  • Update website content on Refugee School Impact;
  • Work with SOWA’s Communications Team to coordinate with grantees for interviews, stories and other relevant RSIP content;
  • Work with consultants and grantees to develop storytelling/art/media projects to share the impact of the Refugee School Impact Program.

Training Support

  • Communicate with grantees regarding workshops and trainings, including supporting participants’ registration and participation, as needed;
  • Develop feedback loops with grantees to develop relevant and useful training content;
  • Provide logistical support for virtual and live Refugee School Impact events as needed;
  • Plan and present at grantee trainings and meetings;

Other Responsibilities

  • Support special organizational projects as assigned;
  • Commitment to addressing racism, sexism, heterosexism and other discriminatory practices;
  • Commitment to working toward racial equity through undoing institutional and structural racism, including active participation in organizational learning;
  • Participate in weekly team meetings and bi-weekly SOWA staff meetings;
  • Serve as an ambassador for the organization at all times both formally and informally.

Qualifications & Competencies

  • Three years of related work experience;
  • Bachelor’s degree or equivalent education or additional work experience preferred, in social service, public administration, education, child and youth development, or related field;
  • Demonstrated ability to meet deadlines;
  • Ability to grasp new knowledge and approaches and to quickly become an expert in new skills;
  • Experience working with diverse individuals, groups, communities and organizations;
  • Strong organizational and communication skills;
  • High level of attention to accuracy and detail;
  • Knowledge of equity and social justice principles and practices;
  • Knowledge and/or lived experience and connections to refugee and BIPOC communities preferred;
  • Excellent communication skills and positive customer service abilities;
  • Ability to work independently and as part of a collaborative team;
  • Ability to prioritize among multiple tasks;
  • Proficient in MS Word, Excel, PowerPoint;
  • Experience in a Customer Relationship Management (CRM) database, such as Salesforce preferred;
  • Experience with platforms such as Smartsheet, Box, and Alchemer preferred;
  • Must be able to independently travel between work-related appointments and to independently transport equipment and supplies between work-related appointments;
  • Requires flexibility in time requirements/constraints; may require some early morning, evening, weekend meetings.
  • Competencies: Planning, timeliness, customer service, problem solving, strong attention to detail, initiative, analytical thinking, collaboration/partnership, technical competence, and adaptability/flexibility.

Salary, Hours, & Benefits
40 hours per week, Monday-Friday and occasional weekends; Fair Labor Standards Act (FLSA) Classification: Salaried Nonexempt

Hiring Range: Pay band 25; $67,800-$81,400 starting annual salary range based on relevant experience.
